About Transmission and Distribution
Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.
The Project Manager in the Major Projects Organization (MPO) will lead multi-disciplined team responsible for managing major transmission and substation projects including all aspects of scope, cost, and schedule. This person will be responsible for following existing processes and establishing protocol for managing contingency, scope, and changes during the project lifecycle: development, licensing, pre-construction planning, procurement, execution, commissioning and closeout. In addition, this position will be responsible for establishing roles and responsibilities for the project team, integration of cost estimation, project controls, resource coordination, scheduling, and subject matter experts from the various supporting organizations. This position is responsible for ensuring compliance with the applicable controls and procedures in conjunction with the various supporting organizations. Provides leadership and project management of major transmission and substation projects anywhere in the SCE service territory. These projects are generally high visibility, critical to operation of the SCE grid and vital to maintaining system reliability.
Responsibilities may include:
Leading the development and execution of projects, including scope development, siting, licensing, permitting, project execution strategy, procurement, engineering, construction, testing, and closeout
Leading cross functional teams from various other business units and contractors
Working closely with outside regulators and regulatory consultants in licensing and/or execution of these projects
Managing scope, costs and project schedule:
o Managing the project decision process
o Managing the project change control process
o Managing project risk
o Establishing and implementing project metrics and reporting
• Communication with internal and external stakeholders, as well as management
• Acting as MPO key consultant to SCE management
• Represents SCE at open houses, industry tradeshows and forums, conferences, regulatory proceedings, and working groups (travel required)
• Assists in development of SCE's Project strategic plan and business case.
• Determining long term project management objectives for successful licensing or execution of infrastructure projects
Bachelor’s degree in Engineering or Technical discipline
Seven or more years’ experience in project management in engineering, licensing and/or construction management
Two years’ experience in managing, permitting and executing complex infrastructure projects.
Two years’ experience structuring, negotiating and managing contractors for major infrastructure projects.
Experience managing major/complex infrastructure projects with a portfolio value of $10 million dollars or more
Two years’ experience in budgeting, project cost estimating, scheduling and planning
Master’s degree in engineering or an MBA
Five years’ experience in Transmission and Distribution
Five years’ experience in CEQA and NEPA environmental permitting
Working knowledge of various contracting methods including: Design, Bid, Build (DBB), Engineer, Procure Construct (EPC) and Engineer, Procure, Construction Management (EPCm)
Working knowledge of functional level project and equipment specifications and use of value engineering practices to optimize project capital and lifecycle costs
Project Management degree or Certificate
Working knowledge of Primavera and/or MS Project scheduling software
Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.
Position will require 30% traveling and being out in the field throughout the SCE service territory.
This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
