Job Description Summary

Responsible for planning, directing and managing all activities of the construction lending function within the Regional Bank Group to accomplish profitability objectives, portfolio growth, referral, credit quality, policy compliance, risk mitigation and service objectives. Responsible for overall planning and performance in all of the following functions: Construction loan production and construction loan administration within the RBG, business development, customer retention, product cross sales, credit and service quality, and human resource management. Responsible for overseeing strategies and tactics for soliciting and/or developing and maintaining profitable account relationships targeting quality middle market real estate developers/investors and facilitating all construction lending requirements for small business, branch and commercial banking office clients and prospects. Ensures expansion and retention of customer base and development of customer relationships through cross-selling all appropriate products and services in accordance with secured and unsecured lending limits, laws and regulations, corporate policies and procedures, and bank objectives.

Essential Job Functions

  • Oversees and manages all Construction Lending Officers (CLO) and CLO Loan Administration Offices within the RBG, which include a sales force of relationship managers, loan administrators and support staff. Serves the small business and middle market construction lending business targeting transactions.

  • Ensures a high standard of credit quality through the process of credit approval and portfolio maintenance, controlling loan quality, delinquency percentages, and loan losses. Implements and reinforces policies and procedures to comply with fundamentals business and credit priorities of the Bank.

  • For larger, complex credit requests may review pertinent financial and credit data; has authority to approve loans within signing authority level; recommends to higher level of authority if appropriate and/or recommends loans for denials.

  • Establishes pricing for loans within approval authority; provides input regarding loan product pricing and features for loans over approval authority.

  • Makes recommendations regarding the Bank's product and market coverage in collaboration with credit research, product development, marketing, pricing, and operational activities.

  • Develops budget for the unit and allocates funds within budget limits to accomplish objectives. Monitors variance against budget on an ongoing basis. Prepares and monitors short and long-range plans.

  • Establishes and maintains relationships with commercial and industrial customers to promote business and maintain optimum profitability for the Bank.

  • Identifies needs of existing and potential accounts and suggests services. Also cross-sells other Bank services. Represents the Bank as appropriate in its relationships with major customers, suppliers, competitors, government agencies , professional societies, and similar groups. Participates in civic, community and business functions/groups to ensure a positive image for the Bank within the designated marketplace. Ensures compliance with CRA outreach program. Obtains and evaluates general and specific business conditions, and keeps top management advised on such matters. Gathers market data so that market opportunities may be capitalized on as they occur and the effects of competitive activity are minimized. Ensures that the unit's operating procedures are in compliance with the approved policies and procedures of the Bank and with applicable regulations. Assumes responsibility for carrying out operations in accordance with federal and state laws and regulations, securing professional counsel when necessary.

Qualifications

Required Experience

  • Requires broad management and leadership knowledge to lead project teams multiple job areas.

  • Typically has mastery level knowledge and skills within a specific technical or professional discipline with broad understanding of other areas within the job function.

  • Requires 12-15 years minimum prior relevant experience.

Education

  • Bachelor's Degree

Skills

  • Formal credit from a major commercial bank or equivalent experience required.

  • Thorough knowledge of all activities associated with commercial banking and products and service needs of the middle market, including regulatory/legal issues.

  • Thorough knowledge of construction lending function with capability to qualify for a $2 million or greater lending authority.

  • Experience in an organized sales calling program.

  • Very proficient at spreading financial statements and performing financial analysis (portfolio, etc.).

  • Very proficient at running both commercial and residential cash flow projections for proposed projects.

  • Very proficient at analyzing loan and relationship profitability.

  • Very proficient at either writing up or reviewing all aspects and exhibits to: Credit Requests, Variances and Classified Loan reports.

  • Very proficient at reviewing leases, sales agreements, entity documents, appraisals, market studies, environmental reports, title reports, contractor agreements, development agreements.

  • Very familiar with zoning issues, preliminary and final map requirements, types of construction.
