The VA Greater Los Angeles Healthcare System (VAGLAHS) is one of the largest health care facilities within the Department of Veterans Affairs. It is one component of the VA Desert Pacific Healthcare Network (VISN22) offering services to Veterans residing in Southern California and Southern Nevada. VAGLAHS consists of two ambulatory care centers, a tertiary care facility and 8 community based outpatient clinics. VAGLAHS serves Veterans residing throughout five counties: Los Angeles, Ventura, Kern, Santa Barbara, and San Luis Obispo. There are 1.4 million Veterans in the VAGLAHS service area. Responsibilities

The Social Worker position is located in the Community Living Center (CLC) Program at the West Los Angeles Campus. The Social Worker is part of an interdisciplinary team whose goal is the effective provision of a wide range of health services to inpatient CLC Veterans and their families.

Other duties include but are not limited to:

  • Independently performs case finding functions and outreach, identifying and screening patients for psychosocial needs.
  • Provide services to the Respite Screening Clinic and ambulatory clinic with the CLC.
  • Complete assessments for evaluation and for ongoing therapeutic services, evaluation of progress of treatment, evaluation of veterans functioning in their immediate environment and provide long term care planning as needed.
  • Develop treatment plans in collaboration with the veteran/family and with the interdisciplinary treatment team. The Social Worker possesses the skills to offer psychosocial interventions and measures outcomes to interventions.
  • Provide crisis intervention for Veterans experiencing financial or emotional problems due to physical or mental health functioning or psychiatric conditions or changes in their current level of functioning or in their environment or social situations.
  • Educate and assists in completion of Advance Directives and keeps current of all advance directive information.
  • Provide individual counseling individual and group therapies and based on the assessment determines the appropriate psychosocial approaches and techniques to use.
  • Coordinate community-based service, including information and referral for additional services from other VA programs, other government programs and community agency programs.
  • Independently identify high-risk patients and provide case management services. Identifies and completes mandated suspected abuse reporting for dependent adults or elders and assess need for conservatorship or VA fiduciary or need for consultation with VA legal counsel.
  • Coordinate discharge planning to VA and community resources/programs.
  • Provide consultation to other staff regarding psychosocial needs of Veterans and the impact of psychosocial problems on healthcare and adherence to treatment plan.
  • Licensed social workers at West Los Angeles campus are required to perform social work coverage in the Emergency Department during weekends, weeknights, and holidays, as assigned, and assist with social work transplant assessments.

Qualifications

Basic Requirements:

  • U.S. citizenship: Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. NOTE: You must submit a copy of your transcripts.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. EXCEPTION: For grades below or at the full performance level (GS-11), VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within 3 years of their appointment as a social worker. NOTE: You must submit proof of licensure or certification.
  • English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Social Workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.

Grade Determinations:

Creditable Experience:Knowledge of Current Professional Social Work Practices: To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional social work practice. The experience or education must be post-MSW degree. Experience and education satisfying this requirement must be active professional practice, which is paid/non-paid employment as a professional social worker, as defined by the appropriate state licensing board.

Quality of Experience: Experience is only creditable if it is obtained following graduation with a master's degree in social work and if it includes work as a professional social worker directly related to the position to be filled. Qualifying experience must also be at a level comparable to social work experience at the next lower level.

GS-9: In addition to the Basic Requirements above, to qualify for this position at the GS-9 level, you must meet the following requirements:

GS-9 is the entry level grade for the GS-185 social work series and is used for social workers with less than one year of post-MSW Creditable Experience* and for social workers who are not yet licensed or certified at the independent practice level. At the GS-9 level, you must fully demonstrate the knowledge, skills and abilities (KSAs) below:

  • Ability to provide psychosocial treatment to a wide variety of individuals from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture.
  • Ability to provide psychosocial treatment to a wide variety of individuals from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture.
  • Basic knowledge of psychosocial treatment modalities and, under supervision, ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.
  • Ability to establish and maintain effective working relationships with clients, staff, and representatives of community agencies. Ability to communicate effectively, both in person and in writing, with people from varied backgrounds.
  • Knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.
  • Basic skill in the use of computer software applications for drafting documents, data management, and tracking. Ability to learn and utilize software programs in use by VHA.

GS-11: In addition to the Basic Requirements above, to qualify for this position at the GS-11 level, you must meet one of the following requirements:

Experience: You must have at least 1 full year of post-MSW degree experience in the field of health care social work and licensure or certification in a state at the independent practice level. OR

Successful completion of a doctoral degree in social work from a school of social work may be substituted for the required 1 year of professional social work experience. AND

In addition to the experience or education above, you must fully demonstrate the knowledge, skills and abilities (KSAs) below:

  • Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
  • Ability to independently assess the psychosocial functioning and needs of patients and their family members and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team.
  • Ability to independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological) and the differential influences of the environment, society and culture.
  • Knowledge and experience in the use of medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology.
  • Ability to independently provide counseling and/or psychotherapy services to individuals, groups and families. Social workers must practice within the bounds of their license or certification. For example, some states may require social workers providing psychotherapy to have a clinical level of licensure.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
