Responsibilities

The Program Specialist is located in the Office of the Chief section of the Surgical and Perioperative Care Services (S&PC;). The primary purpose of this position is to ensure that business processes are in place to support information technology systems throughout the Services and to ensure timely procurement of specialized surgical supplies and equipment.

Other duties include but are not limited to:

  • Provide business oversight and technical support to customers for a variety of software programs integral to the overall administration and operations of the S&PC; Services.
  • Provide training for new and individual users on daily operational tasks, including entering, changing and extracting data, and how to resolve minor processing and equipment problems.
  • Interface with Technical Services, consulting with application developers on application problems that cannot be resolved by Customer Support; aids in the installation and implementation of VISTA applications software.
  • Responsible for coordination and execution of the S&PC; budget duties and has full authority over fund control points.
  • Manage the day-to-day performance of the budget activities by coordinating and processing S&PC; supply and equipment transactions which includes credit card purchases, contract management, general obligations, and purchase or rental requests; processing all closing actions, including reconciliation of credit card purchases and verification of supplies and equipment.
  • Monitor and ensure the timely delivery of all supply and equipment orders and ensures monthly accounting reports are verified and discrepancies are reported in a timely manner.
  • Responsible for assuring that all information technology equipment within S&PC; is operational and coordinates OI&T; equipment replacement/installation with all other services.

Physical Requirements:Regular and recurring is mostly sedentary involving sitting at a desk, although the position requires the ability to move from geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. May be exposed to secure/sterile clinical environments, i.e., operating rooms, procedures areas. The work places no special physical demands on the employee.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing business oversight and technical support; consulting with application developers on application problems; Preparing data analyses and reports for management for use various uses such as budget preparation and workload projection; managing budget activities that deal with equipment transactions; Assisting with the preparation of business contingency plans for system failure specifically addressing manual system backup plans and providing training for new and individual system users.

OR; Education: Applicants may substitute education for the experience required for the GS-09 level. Master's or equivalent graduate degree; or two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (UNOFFICIAL TRANSCRIPT REQUIRED: If you do not submit your transcript, your application may not be reviewed.)

OR; Applicants may also combine education and experience to qualify at the GS-09 level. Combinations of successfully completed graduate level education and specialized experience may be use to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for the GS-9) and 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).
