Overview:

he YouthSource & Education Department (YSED) seeks a Program Manager to manage the day-to-day operations of youth education and workforce programs in our Central YouthSource Center. The YouthSource & Education Department supports in-and out-of school youth with needed skills to transition into adulthood with careers, education and/or career training. The Program Manager will directly and indirectly support staff working on the Workforce Innovation and Opportunity Act (WIOA) grant and supporting initiatives to ensure the delivery of the program, program outreach, meeting target enrollments, placements, and other grant deliverables, paying special attention to grant compliance. In addition, the Program Manager shares the responsibility for overseeing the day to day tasks of running a youth center including scheduling, budgets, orders, developing and maintaining relationships with stakeholders. The Program Manager will provide critical support to the Director and Assistant Director to ensure the effectiveness of the WIOA program and the center.

Responsibilities:
  • Provide overall support to Central YouthSource Center staff, programming, and facility.
  • Daily troubleshooting and problem solving.
  • Oversee daily operations of the Central YouthSource Center including: staff schedules, program calendars, emergency protocols, community visitors, among other tasks.
  • Provide regular outcome and evaluation reports to the Assistant Director.
  • Establish effective relationships with private, non-profit organizations, community worksites, and partners.
  • Assist in the development of programs and activities to motivate participant’s participation and retention.
  • Manage, supervise, and coach staff, as assigned:
  • Staff check ins
  • Performance and coaching
  • Evaluations
  • Among other tasks
  • Oversee performance management, compliance, and fidelity of the following components for all WIOA grant/programming:
  • Outreach and referrals
  • Participant eligibility and enrollment
  • Expenditure of program budget(s)
  • Training and professional development
  • Supportive services and incentives
  • Worksite and mentorship development, including orientation and evaluations
  • Placements
  • Maintenance and compliance of participant files
  • Overall program compliance
  • Participant and program linkages to other YPI and community programs
  • Special events and/or field trips
  • Collect, review, and enter data into/from respective data collection systems, as needed.
  • Implement performance management tools and adjust program benchmarks as needed.
  • Pull and analyze data as needed or requested.
  • Be knowledgeable of all department grants.
  • Attend/plan/facilitate other department/agency/special initiatives, staff meetings, trainings, professional development, or workshops, as assigned.
  • Implement appropriate program, staff, and department manuals including coaching and guiding staff.
  • Assist and prepare for site visits, audits, and program evaluations.
  • Maintain a professional attitude, confidentiality, and respect cultural differences.
  • Travel as needed for YPI business.
  • Report workplace injuries and illnesses promptly via the appropriate forms.
  • Collect and review timesheets for accuracy. Submit timesheets according to deadlines.
  • Handle other duties as assigned.
Qualifications:
  • Bilingual; English/Spanish preferred.
  • Bachelor's degree required.
  • Must have 2 or more years of management-level experience operating one or more programs in a non-profit environment.
  • Experienced in delivering youth services in a non-profit or private sector.
  • Exceptional organizational skill; attention to detail; ability to prioritize, meet deadlines, multi-task, and problem-solve.
  • Excellent written and verbal communication and organizational skills; ability to make group presentations/facilitate workshops/orientations.
  • Ability to work effectively with minimal supervision.
  • Demonstrated ability to work effectively as a member of a team.
  • Leadership experience working with community social service strongly preferred.
  • Proficient in Microsoft Office (Word, Excel, Access, PowerPoint) and Google (Mail, Calendar, Drive).
  • Must be comfortable with program outreach, which may include canvassing, phone calls, and presentations.
  • Experience working with individuals with diverse ethnic, social and educational backgrounds.
  • Must pass a criminal background check (Livescan fingerprinting), with both the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI), prior to beginning employment.
  • Must present proof of negative Tuberculosis skin test (Mantoux) prior to beginning employment dated within 60 days.
  • Must have access to reliable transportation. If applicable, will be required to provide proof of current California driver license, acceptable driving record (current DMV H6 printout), and current liability auto insurance.
