Job Description

Carollo Engineers is a nationally recognized environmental engineering firm that specializes in the planning, design, and construction of water and wastewater facilities. We are seeking a Financial Services Strategic Lead to join our team.

Essential Duties and Responsibilities:

  • Conducts, manages, and leads financial services business development and marketing efforts for the Business Solution Group (BSG)

  • Responsible for developing and implementing BSG's national business development strategy

  • Leads or assists in selected project acquisition efforts for BSG, including positioning, development of Statement of Qualifications and Proposals, interviews, and contract negotiations.

  • Manages and leads teams in utility financial management and budgeting, rate studies, economic analyses, utility organizational and asset management studies, and other BSG services

  • Provides senior and/or specialized technical expertise to BSG projects as necessary

  • Provides support to the quality control / quality assurance activities of BSG

  • Participates in existing Carollo programs throughout the United States to promote and supplement the BSG's visibility and expertise

  • Advises and assists Carollo marketing teams and Client Service Managers on prospective and targeted pursuits related to BSG services

Required Skills

  • Industry expert in BSG services for public water and wastewater owners/utilities (e.g. utility financial management and budgeting, rate studies, economic analyses, utility organizational and asset management studies, etc.)

  • Possesses a strong business and financial acumen. Has a deep understanding of public agency financial management approaches, cost of service and rate setting methodologies, organizational structures, internal operations, funding streams, and financial regulatory compliance requirements for water and wastewater utilities

  • Charismatic leader with strong communication, interpersonal, and facilitation skills.

  • Possesses exceptional presentation skills and experience interacting with high-level public officials

  • Experienced in negotiation, conflict resolution, and coalition building with multiple stakeholders

Required Experience

  • Bachelor's degree in Economics, Business, Mathematics, , Engineering, or other applicable field of study

  • Ten (10) years of increasingly responsible experience

  • Working knowledge of state and federal regulations and legislation regarding cost of service analyses, user rate setting, etc. (e.g. California Proposition 218)

  • Experience in developing and implementing business development strategies for professional services

Preferred Education and Experience:

  • More than fifteen (15) years of experience with at least five (5) years in a management capacity.

  • Master's degree in Engineering, Business Administration, Construction Management, Finance, Public Administration, or related field of study
