This position is a bridge engineer located in the field, within the continental United States. You will be in the Office of Technical Oversight, Bridges and Structures Division, and reports to the Chief Engineer – Structures. You will be responsible for being a FRA subject matter expert on railroad bridge design and analysis, and responsible for developing technical aspects of the long-range FRA program to ensure that the Nation’s railroad bridges maintain their capacity to safely carry railroad traffic without hazarding the safety of the public or the environment. You will act as the staff specialist in analyzing and overseeing the general state of repair of railroad bridges, other large structures-which support railroad tracks, and tunnels; and evaluating railroad programs for the maintenance and management of those structures. You will provide FRA Headquarters and Regional managers with accurate and complete information related to the adequacy, safety, and serviceability of railroad structures.
The Ideal Candidate Statement: The ideal candidate is a licensed professional engineer with experience in conducting evaluations and investigations pertaining to bridges and related structures, and has worked with programs to ensure the safety of railroad bridges and related structures. They should possess a high degree of energy, passion for the job, and is willing to travel, and achieve organizational goals.
PLEASE NOTE: There is one position that will be filled in any of the locations listed. Salary will be adjusted in accordance with the locality pay for the specific area.
This position is eligible for full-time telework, and the selectee must telework within the geographic area of the duty location stated above. The duty location for a full-time teleworker is usually the residence or other approved telework site. The actual duty location is subject to approval by the Chief Engineer - Bridge and Structures Section. Salary will be adjusted based on the duty location.

As a Civil Engineer (Structural), you will:
- Develop and evaluate technical aspects of the agency’s bridge safety program to ensure effective application of rules, standards, adopted guidelines, procedural instructions and advice governing railroad.
- Lead inspections of, and evaluate, existing railroad bridges, rating or evaluating structures for suitability for intended service.
- Rate existing bridges and determine if structures, and load bearing and carrying components are within the limits of allowable stresses, strains, and deflections.
- Develop guidelines or regulations governing the inspection, rating, and analysis of railroad structures.
- Represent the agency in professional and government organization meetings, presentations, seminars and studies to ensure that railroad bridge safety matters are adequately addressed.

MANDATORY EDUCATION REQUIREMENTS
All applicants must meet one of the following requirements to qualify for consideration for an engineering position:
- Successful completion of a engineering degree at an accredited university or college. OR
- Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
- Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
- Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. To meet the minimum qualifications for this position, you must meet the education AND experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-14, you must have at least one year of specialized experience equal or equivalent to the following:
- *Experience* applying concepts, principles and practices of bridge and structural engineering for the full range of railroad structural, hydraulic, safety, inspection, and engineering programs.
- *Experience using Federal, state, association and institutional laws, regulations, policies, procedures and specifications relating to the design, rating, and maintenance of railroad bridges and track-carrying structures for the*purpose of leading inspections and evaluating to determine their suitability.
- Experience addressing matters related to railroad bridges to the railroad industry, labor unions, the general public, and state and local government officials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
