Position Description Overview

First Data Government Solutions is seeking a qualified business analyst on to assist the State on the Covered California Health Benefit Exchange system project known as CalHEERS. The CalHEERS system went into production on October 1, 2013 and is still implementing functionality in multiple releases. Work is performed at the Sacramento location.

Job Responsibilities

  • Monitoring, assessing and evaluating the project processes, procedures, controls, key deliverables, and other artifacts for contract compliance, adherence to applicable standards, traceability, consistency, completeness and accuracy

  • Consulting with project managers and client personnel to help identify and document business needs, objectives, and requirements. It may also include documenting current operational procedures

  • Utilizes and enforces consistent SDLC methodologies and standards

  • Identifies and implements process improvements

  • Supporting Project Manager to ensure projects are delivered on-time according to client requirements, on budget, while meeting all of the customers’ business requirements (in scope) as detailed in the Requirements Traceability Matrix (RTM) and/or Statement of Work

  • Completing tasks related to deliverables. These could include, but are not limited to, maintaining project work plans and schedule, conducting research, organizing and presenting findings, and developing documentation using structured methodologies

  • Complete personal deliverables efficiently and on time

  • Estimating level of effort and timing effectively

  • Leading Joint Application Design (JAD) sessions

Job Requirements

  • 4-year degree and/or or 9 years of business analysis experience

  • 3 years of experience providing project, technical or functional management support on IT projects

  • 3 years of experience following SDLCs in order to identify, evaluate, and recommend business or technical requirements applied to the design and development of systems and networks

  • 3 years of experience performing analysis and design for complex information technology enterprise systems

  • 3 years of experience with scope change management processes

  • 3 years of experience working with State Welfare Medi-CAL projects, Statewide Automated Welfare System (SAWS), Medi-Cal Eligibility Data Systems (MEDS)

  • 3 years of experience attending State JAD sessions to identify gaps with existing systems and scope out new requirements and implement change requests
