Raytheon System (Security) Engineer - Cyber / Anti-Tamper in El Segundo, California

This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons. Raytheon Space and Airborne Systems (SAS); Systems Engineering an Development is seeking a talented Systems Engineer to join the Secure Systems Department as a Systems Security Engineer (SSE). This position is within a technical growth area; we are looking for individuals willing to apply their engineering knowledge to the system security engineering or program protection disciplines of anti-tamper, cyber security, software assurance, supply chain exploitation, and threat and design vulnerability analysis. You will develop technical solutions to complex problems that require the regular use of ingenuity and creativity with limited direction; will s represent the organization as the prime technical contact on projects; will interact with senior external personnel on significant technical matters often requiring coordination between organizations. The SSE will be a motivated self-starter with an experience in Engineering (system, software, mechanical and/or embedded), and demonstrated ability to exercise considerable latitude in determining technical objectives of assignment. These activities include: Leading a large, multi-disciplined, diverse team of system design and system integration engineers from pre-proposal activities, through the competition, and through program execution Establishing and maintaining project cost and schedule EV baseline, providing project management reports as required, and taking actions to maintain the SEIT Teams cost and schedule commitments Providing technical leadership that includes leading the execution of integration and test activities, problem resolution and verifying that the deliverable products meet all program and customer requirements Supporting the development and flow down of systems requirements, error budget trees, and performance modeling, simulation and analysis Leading design reviews, test/production readiness reviews, gate reviews, trade studies and other program/customer reviews as required to keep the Team on track Providing day to day direction for both the System Security Engineers (SSE), System Engineering (SE), and Integration & Test (I&T) team in the development and execution of the team’s scope of work Managing SEIT resources (including people, labs, and equipment) efficiently to execute the team’s plan; supporting new/follow-on business proposals and ROMs as required by the program Providing cost and schedule estimates/impacts for proposed engineering changes; supporting the professional development of team members and ensure senior technical personnel "pass on" knowledge to more junior personnel Providing development feedback and information back to functional organizations Driving modeling and simulation into a holistic IV&V approach with the objective of early requirements sell-off This individual will interface with all levels on a daily basis, conduct or participate in customer and/or program technical review presentations, and provide task progress status updates and work products to the team lead. * Required Skills: - Minimum of 8 years of related full life cycle Systems Engineering experience - Familiarity with the disciplines of Program Protection (Anti-Tamper, Cyber Security, Supply Chain Risk Management, Software Assurance and/or OPSEC); cy ber operations, anti-tamper, and cyber analysis systems - Experience leading teams and IPTs and using tools and metrics in managing activities - Earned Value expertise (certification is preferred) - Mathematical problem solving and data analysis experience - Must be a U.S. Citizen with Active (or active with past 24 months) DoD Secret clearance (This program requires a security clearance and special access for assigned staff. The selected candidate will be required to secure these accesses. Not being able to secure required clearances may result in an offer of employment being rescinded). Desired Skills: - Analysis which predicts overall system performance, error margins and performance budgets (link budget); Anti-tamper analysis to include designing and/or conducting an evaluation of AT; embedded systems experience. - Proposal development and authoring technical volumes - Good customer and collaboration skills - Certification processes through the National Security System as defined by CNSSI including: Security C&A activities and procedures in accordance with DCID, JAFAN, JDCSISS, DIACAP, NIST/RMF or related security guidance for cross domain solutions - Familiarity with C, C++, Ada, real-time operating systems, COTS secure products - Able to work in a dynamic, fast-paced environment - Team building and motivational skills - Earned Value certification - Qualified Six Sigma Specialist - Active DoD TS clearance - Existing SAP/SAR (special access) * Required Education: - B.S. degree (BS) in Science, Technology, Engineering, Mathematics (STEM); advanced degree is preferred. 101436
