This position supports the Engineering (EN)Group at Space and Missiles System Center (SMC) located on Los Angeles Air Force Base (LA AFB)
This is a great position for ex military or personnel wishing to work a standard 40 hour schedule with little to no travel.
The SMC/EN contractor must have solid knowledge of the Mission Assurance processes to support the Government to drive better Systems Engineering (SE) processes across SMC programs (including GPS, SBIRS, etc.). Personnel supporting EN typically have worked in Government Acquisition for many years and understand how to oversee and support the development contractors. They act on behalf of the government in a type of consulting capacity to support SMC development programs. This position is a Mission Assurance leader/consultant type.
Provides objective advice, expertise and specialized skills with the aim of creating value, maximizing growth or improving the performance of their clients. May serve in an advisory role to a high level government official in support of large complex programs. Has expertise and operates across one or more engineering disciplines. Primarily concerned with the strategy, structure, management and operations of an organizations Mission Assurance programs. Identifies options with recommendations, and/or the implementation of solutions. Projects may be complex, involving multiple products and computer environments. Works as a project leader on medium-sized (site/location), single or multi-effort projects, single or multiple computer environment implementation projects. Designs complex approaches, applications or solutions. Utilizes project management skills of communication, presentation, time management, organization and planning to successfully implement organizations Mission Assurance processes and regulatory documents. Conducts periodic status checks with customers and team to assess progress against the plan and implement lessons learned;
Requires 8 to 10 years with BS/BA or 6 to 8 years with MS/MA or 3 to 5 years with PhD.
Specific responsibilities of this role include:
Assist government personnel with early acquisition activities to ensure Mission Assurance (MA) planning and requirements are addressed and captured. To achieve this, evaluate/assess, and provide relevant insightful technical comments to all acquisition documentation provided to SMC/EN. Provide assistance to SMC programs for the development and review of all Acquisition Strategies for all programs at SMC
Evaluate/assess and provide relevant insightful technical comments to all review products provided to SMC/EN. (Performance Work Statements, Acquisition Plans and Strategies, Request for Proposals, etc). Assist SMC/EN and the Program Offices in defining MA requirements beyond early acquisition and over the entire life cycle of a program consistent with MA core engineering processes described in TOR-2007(8546)-6018.
Provide preparation, attendance, analysis, and reporting of program status and technical risks during nine principle technical reviews including ASR, SRR, SFR, PDR, CDR, SVR, FCA, PRR, PCA. Identify program technical risks and provide analysis for the associated corrective actions and mitigation activities. Develop formal feedback for each of these reviews. Perform reviews of technical acquisition documents, including but not limited to System Engineering Plans (SEPs), Test and Evaluation Master Plans (TEMPs), for content relating to mission assurance.
Establish a center-wide process plan for a common approach to mission assurance by providing the following: Common mission assurance technical baseline of best practices; identification and implementation of needed improvements; mission assurance guidance and applicable tools; and training of management and engineering personnel in the use of MA tools and the cost-effective implementation of MA processes.
BS Degree in Computer Science, Engineering or directly related technical degree
10 years supporting Mission Assurance activities
5+ years DoD Acquisition Experience
5+ years DoD Space Systems Experience (preferable an SMC Program)
DoD Secret Clearance required
Little to no travel required and standard 40 hour work week is expected
