Job Description: The Component Engineering Department Manager (DM) will be responsible to effectively lead a multi-disciplined department of approximately 164 engineers, physicists, CAD Librarians and technicians. The department is located in El Segundo, CA and North Texas. Component Engineering personnel provide total component solutions from selection and application support, to test and failure analysis. Expertise includes Parts Management, Obsolescence Management, GIDEP and Alerts Management, Radiation Effects Engineering, Counterfeit Parts Prevention and chairing of the Parts, Materials & Process Control Board (PMPCB), maintenance of the Raytheon Standards Parts (RSP) list and a standard electrical library for Mentor Graphics users. There are component specialists across part types that provide full component selection, application, documentation and database services. Component Engineering labs have full capability for digital, analog, mixed signal, RF/MW and environmental testing and for complete nondestructive and destructive physical analyses and also perform radiation testing and prohibited materials testing. This position provides technical leadership across all these areas and is the top level decision making interface between the product line customers, programs, other functions and the Component Engineering Department. The DM ensures effective bidding and execution for proposals, design, development, and production support efforts. This position is accountable for providing high integrity engineering products/services and continuously driving the department’s technical skills, execution and staffing levels in order to provide the required innovation and efficiency, effectiveness, capability and capacity to meet Raytheon Space and Airborne System (SAS) business needs. This role will provide technical and functional leadership to the organization including, effective deployment of process initiatives including CMMI level 5 operation, and growth and maintenance of department capabilities for development and manufacture of sensor subsystems. This role will be responsible for managing labor and non-labor budgets to meet organizational funding targets. This role will be engaged in gate reviews, proposal development, design/peer/independent reviews and cost and schedule of efforts performed by their organization. Performance management including organizational and individual goal setting, career counseling, and employee development which are aligned to product roadmaps and resource allocation. The Department Manager Responsibilities include: technical leadership, effective deployment of process initiatives including CMMI level 5 operation, growth and maintenance of department capabilities, and appropriate application of staff to programs and projects. The department manager provides guidance, coaching and direction to Section Managers on performance management, career development & training, and resource allocation. The department manager is responsible for leading the department in the execution of the Center and SAS Engineering goals. The department manager will be engaged across all SAS business areas to ensure that all aspects of hardware development are addressed. This includes being involved in gate reviews, proposal development, and various design reviews. Finally, this position requires leadership at Raytheon level with activities such as the Parts & Libraries Council, Electrical and Mechanical Engineering Councils, the Enterprise Counterfeit Avoidance team, etc. US Citizenship is required for this position, as the person must be able to obtain a DoD Security Clearance.
